Update June 2021

 

FORMER POLICE COLLEGE PLANNING APPLICATION (H36)

Planning application 20/02318/OUTMAJ submitted by Homes England for the former Police College site off Yew Tree Lane came before the HBC Planning Committee for determination last Thursday 3rd June. This outline application was for 200 homes. The site already has full planning consent for 161 homes granted in 2018.

A motion to approve the application was rejected by 4 votes to 2, subsequently a motion to defer a decision was approved by 4 votes to 3.

Cllr John Mann along with David Siddans from HAPARA spoke against the recommended scheme primarily on the following grounds:-

  • A 24% uplift in terms of housing units being sought was considered unacceptable.
  • The application should not be determined until the West of Harrogate Parameters Plan had been finalized.
  • The loss of a sporting amenity.

In addition a statement from Pannal & Burn Bridge Parish Council objecting to the proposal was heard.

HAPARA is hoping move forward by taking up a suggestion proposed by Cllr Jim Clarke in terms of seeking engagement with Homes England while at the same time approaching HBC to ascertain the current state of play in relation to the Parameters Plan.
